装运前预检验的内容包括:
（一）检验进口旧风力发电组产品是否与国家审批项目相符。按照现行的入境验证规定验证有关产品是否符合强制性产品认证制度、进口质量许可管理以及其他规定的要求。
（二）核查进口旧风力发电组产品的品名、规格、型号、数量、产地、制造日期、新旧状况、价格等货物的实体状况是否与合同或者协议相符。

（四）旧风力发电组产品自动进口许可证：按HS编码先确认所进口旧风力发电组产品是否属于自动许可证管理范围，有些旧设备不需要办理此证也可以进口的。在确定需要办理此证后再向市风力发电组办提交有关材料（营业执照、（批准证书）、法人代码证书的复印件、单位介绍信、办理人身份一证及复印件单位介绍信代理人还需提供申请人的委托授权书，交风力发电组办审核、盖章）在市风力发电组办初审通过后，由省风力发电组办审核后下发许可证。 

（五）进口旧风力发电组产品到货检验：自2003年8月1日起，进口旧风力发电组产品运抵口岸后，进口旧风力发电组产品的收货人或者其代理人应当持国家质检总局或者直属检验检疫局出具的《进口旧风力发电组产品免装运前预检验证明书》（正本）或者《进口旧风力发电组产品装运前预检验备案书》和《旧风力发电组产品装运前预检验证书》（正本）以及其他必要单证办理进口报检手续。旧风力发电组产品进口前需取得外经贸部门签发的证明文件的，报检时应当同时提供允许进口的证明文件。

The authorisation letter of authorization of the applicant must be provided and the inspection and seal of the dispensing machine office shall be issued. After the municipal appraisal office has passed the preliminary examination, the provincial appraisal office shall issue a permit after examination. The

(5) Inspection of the arrival of imported old dispensers: Since August 1, 2003, after the imported old dispensers arrive at the port, the consignee or agent of the imported dispensers shall hold the country. The "Pre-shipment Inspection Certificate for Imported Used Dispensing Products" issued by the General Administration of Quality Supervision, Inspection and Quarantine and the Inspection and Quarantine Bureau directly under the General Administration of Quality Supervision, Inspection and Quarantine (original) or the "pre-shipment inspection of old imported dispensers" and "old dispensing machines" "Pre-shipment inspection certificate" (original) and other necessary documents for import inspection procedures.
